What people are charged with doesn’t mean they didn’t do it.
People are charged with crimes that the Government feels they can best prove beyond a reasonable doubt. Not charging someone with a crime doesn’t mean that crime didn’t happen.
Just because someone isn’t charged with murder doesn’t mean a murder didn’t occur.
